But then again she is Senior Complaints Officer so that’s her job to deal with complaints like this..its what she’s paid for . . . but really it's right out of her depth and I doubt if I’ll hear from her again. . . . and sure enough I did not.

. . re A3 planning permission at 243 Portland Rd or WHY I WILL NOT BE PAYING MY COUNCIL TAX (AGAIN) THIS YEAR TO THE CORRUPT LABOUR BOROUGH OF CROYDON.
Just received my council tax reminder the other day. On 243a Portland Rd a/c 061/15674117. Quite frankly you’ve got a cheek even thinking of charging me for the service you have given us this last year and a half.
As you are probably aware by now, (but go to www.croydoniscrap.com 13th Dec 2004 entry part of Ken Frost’s Croydon Council Worse Than Worthless Website to refresh your memory). I have been complaining about your (LBC) negligent, corrupt, incompetent, ignorant, deceitful, conniving, slap-dash, unprofessional, arrogant, apathetic, unresponsive, callous, thick-skinned, unhelpful behaviour in general and of your bent planning department in particular for nearly 18 months. . . . . Your Executives have behaved even worse, with a callous disregard barely equalled since Nero.
But we are progressing, but no thanks to anyone at all to the Council. Fortunately despite the matter being ignored for nearly a year, investigations are at last taking fruit.
Last year I refused to pay my Council Tax. Until that is, I got some sort of reply to the many letters of
complaint. Well I did get a reply eventually, from The Director of Planning Phillip Goodwin no less.
Who had been asked to “conduct a thorough review” of the matter by David Wechsler CEO
. . . . . . and what a laughable document (literally, I get it out at dinner parties and read bits out of it) that turned out to be. . . . Worse. . . it failed to find that the ducting behind the shop and erected on my property against my wishes, but sanctioned by LBC, was “not in any that approved” and therefore had no planning permission after all. It failed to find that the freeholder of the shop had submitted false plans in his application that showed part of my property as being his. It failed to discover that no one in the Planning Office had bothered to inform us that planning permission was being sought. It failed to find that the planning department had lied to the planning committee. It also failed to find that the planning dept had failed to inform the committee that the property upstairs was not owned by the applicants and permission would not be given to install a proper and correct flue, across our property.
So what did Croydon Council do about it when I found out? . . . they totally ignored the matter. Despite promises that they would investigate it to Geraint Davies MP, to Derek Conway MP and to the Ombudsman. And despite the fact that Croydon Council’s charter commits them to investigate complaints like this in 5 weeks. They ignored the matter for 6 months.
So I got suspicious. And I reported the matter to Croydon Constabulary as a crime. . . . . well that seemed to do the trick . . . . because the next day LBC told the Ombudsman they were ready to investigate the matter after all . . and did, . . after a further three weeks produce the long awaited report.
And what a total mess that turned out to be. Containing lies, mistakes, and possibly even falsification.
I keep being advised to get some legal advice. . . . but if I had it would have cost me perhaps a hundred thousand pounds to pay a solicitor to write as many letters I have had to. Besides I have methods of embarrassment that a solicitor could never attempt or possibly even condone. . . . be that as it may I have now arrived at very close to the truth about how the planning permission was obtained and what corrupt contrivances have occurred since, in its implementation.
Nevertheless, now that I have exhausted most of the enquiries I had wished to make and built up a convincing case of wrong doing. I did indeed instruct my solicitor. . . .to inquire of LBC what they intend to do about it. And to get the freeholder and proprietor of the shop to do what LBC should by law be telling them to do of their own free will. . . . . . if they were not so corruptly involved that is. And guess what? . . . . . .CROYDON COUNCIL ARE IGNORING MY SOLICITOR TOO.
So . until LBC reply to my Solicitor I have no intention of paying our Council Tax.
Further please find attached a copy of his bill so far of £716.75. Every penny of which is due to
Croydon Council’s disgraceful behaviour, and is itemised as such.
YOU ARE NOT GETTING A PENNY OUT OF ME UNTIL YOU SETTLE IT.

structure is the one that was rejected in the original application. But Croydon Council planners allowed the shop to install it
despite that, because it’s very much
cheaper than the one that should be there.
The questions I am asking LBC, but

“If you are still dissatisfied and you want to go to STAGE 3 of the Complaints Procedure, You can write to David Wechsler the Chief Executive of the Council explaining why you are not satisfied. The Chief Executive will arrange for your complaint to be investigated and will reply to you within 25 working days.” (from Croydon Council complaints pamphlet . . We’re Listening)
Quite frankly “forwarding my complaint to the Planning Department” is about as much use as a shuttlecock in space. If they can ignore The Ombudsman, and two MP’s, and your own Corporate Complaints for SEVEN months they can certainly ignore you. I assure you that the Planning department are very well aware of my complaint. I should think anyone within a hundred miles of roydon would be. What planet are you on? Even the Parks Dept know about all this. EVERYONE gets copies of all my letters. EVERYONE is aware of my complaints including every other planning authority in the Country . . . all 500 of them. . . they all know about www.croydoniscrap.com
When Nathan Elvery told you to investigate the matter . . . he meant YOU investigate it. YOU find out why Croydon Planners conspired with the freeholder and the proprietor of the shop to ignore Statutory Nuisance Laws. YOU find out why they conspired to ignore GAS Regulations 2000 amended 2002 to include such flues. YOU find out why they ignored fire safety recommendations. YOU find out why they ignored the“consensus of opinion of every authority in the country” including their own, in the siting of such flues. YOU find out why they gave them permission to PUT THE FLUE ON MY PROPERTY . . you find out who took a bribe. . . . and there is much much more. . . . NONE OF WHICH HAS BEEN DENIED. Did you even bother to read my complaints? Then I suggest that you do. If not Nathan will be able to advise you by now if he is bothering to read them.
Thank you for advising me that Council Tax is a statutory charge. SO IS LOOKING AFTER TAX PAYERS. NOT . . . conspiring to ignore . . . and yes they did . . . statutory obligations of Local Authorities. If Croydon Council can just totally ignore it’s statutory obligations . . then so can I. I’m not paying you any tax until you pay my solicitors bill, which you will see is itemised , and then GET THAT BLOODY FLUE DOWN OFF MY PROPERTY.
I like the bit about you “trust that the above details have clarified the situation..” They certainly did. They made it perfectly clear you have done nothing useful about it WHATSOEVER.

Whilst going through the papers I thought I had got two copies of Dyane Malcolm’s letter . . .and was puzzled by that . .t hey were almost exactly the same . . . but just a little different . . . I showed them to my wife . . . and then we realised what the difference was . . . They were almost exactly a year apart. . . Dyane Malcolm had written exactly the same letter to me a year ago and yet nothing is resolved. . . . but at least we do know why now . . . . . so you see . . . passing a complaint on to the Planning Dept . . .IS AS MUCH USE AS A SHUTTLECOCK IN SPACE

“YOU ARE THEREFORE HEREBY SUMMONED to appear before the Magistrate sitting at Croydon Magistrates Court at 1.30PM on THURSDAY 9th June 2005 to show cause why you have not paid the said sum.”
On 19th April he writes “I have asked one of my officers to investigate this matter.” . . . of course he did. And when they found out just what a corrupt lot they had to investigate . . simple . . send out a summons instead . . . . am I being cynical here?
I’m going to have so much fun in that Court . . . As I wrote to B the Ombudsman the other day. . . .
